The Arecibo Observatory is part of the National Astronomy and Ionosphere Center, which is operated by Cornell University
under a Cooperative Agreement with the National Science Foundation.
Telescope time is available to scientists world-wide, on the basis of
peer-reviewed scientific proposals.
