Publishing using the World Wide Web is like DTP, anyone can do it, but not everyone can do it well. Designing visually effective html pages is an art and you should put as much emphasis on the design of the pages as you do on the content.

You don't have to be an artist but you do have to be aware of art issues when designing web pages.

There are no hard fast rules that can't be broken but there are a number of principles of design that should be taken into consideration. Remember - art is not entirely subjective!
