T oday, we have an unprecedented opportunity to help our system of education move toward two extraordinary goals:
  • Ensuring every student extensive access to the world’s knowledge
  • Ensuring each student learning methods best-suited to his or her unique needs
These goals have long been recognized by educators, but seemed practically out of reach. This opportunity to move toward them is new, and is possible because we have recently reached two technology milestones:
  • The continuing and rapid evolution of the personal computer from a productivity tool into a full-fledged, accessible learning tool
  • The swift creation, now well underway, of a worldwide network of learning resources easily accessible through personal computers at low cost.
Together, these developments enable students, teachers, and communities to create a new learning environment of connected PCs, which we at Microsoft call The Connected Learning Community.

The core elements of The Connected Learning Community are:

  • All students have access to a computer
  • Each is empowered to pursue their own individual path of Learning
  • Students, parents, educators, and extended community are connected together
Gates described three ways learning communities will be connected -- within and between schools, between school and home, and between the schools and the extended community.
