Good question. If you use Emacs, try html-mode.el. If not, take a look at Marc's beginner's guide to HTML and judge for yourself whether you want to edit HTML by hand (it's not too rough -- simpler than LaTeX, for example).

(We want to develop a WYSIWYG HTML editor, but haven't had time/resources to do so yet.)
